The Hong Kong SAR Government made public the "Come2hk" program on Tuesday (September 15). As of yesterday, non-Hong Kong residents residing in Guangdong Province in the Chinese mainland and the Macao Special Administrative Region, apart from those in medium- and high-risk areas, can be exempted from the compulsory 14-day quarantine measure upon arrival in Hong Kong.

Those who have not been to areas outside of Guangdong Province, the Hong Kong SAR, or the Macao SAR within the last 14 days, excluding any required quarantine periods in these two places, will be eligible to apply for entry to Hong Kong. Applications can be made via the "Come2hk" online platform.

According to the scheme's official website, "Non-Hong Kong residents coming to Hong Kong under the Scheme will still be subject to the prevailing quarantine arrangements of Guangdong Province or Macao (e.g., 14-day compulsory quarantine) when they subsequently leave Hong Kong for the two places unless (an) exemption has been granted to them separately."

Those granted entry will need to provide a negative nucleic acid test result obtained up to three days before entering Hong Kong. For the time being, a quota of 2,000 people per day has been set to ensure the smooth operation of border checkpoints.

The quota will be shared between the Hong Kong Port of the Hong Kong-Zhuhai-Macao Bridge and the Shenzhen Bay Port, which will each have a cap of 1,000 entries per day.
